In the early 2000s, the David and Lucile Packard Foundation launched a vast, global, coastal-marine ecosystem based management initiative. Dr. Crist was selected to lead one of the three legs of this initiative–identifying and building capacity around coastal-marine EBM tools. From an initial survey and working group, the 10,000 member global network was formed. The program produced a website with searchable tools database,  an ongoing series of webinars, conference outreach, a list serve to access expert advice, and training events in software tools and methods for conducting ecosystem-based management of coastal-marine systems. The program also developed influential, topical guides to tools such as assessment and adaptation for climate change and a guide to tools suitable for the coastal zone. This ongoing program is currently co-managed with OCTO with support from the Gordon and Betty Moore Foundation and continues the very popular tool webinar series.
